DOVER — A 27-year-old Milton man was indicted by a grand jury this week on manslaughter and DUI of drugs charges after a fatal crash in Little Heaven on June 7.
Zachary M. Krytzer was driving on Del. 1 just south of Clapham Road when his vehicle struck and killed a Verizon employee who was placing equipment in the back of his truck parked on the side of the roadway, police said. The vehicle first struck a mailbox and road reflector before the collision on the road’s shoulder.

Mr. Krytzer was taken from the scene by EMS and treated at Bayhealth-Kent General Hospital in Dover for non-life threatening injuries.
Also in Kent County Superior Court, a Dover man was indicted for alleged first-degree vehicular homicide after a motor vehicle accident that killed a 6-year-old girl on July 20.
David Randall, 26, of the 100 block of Winterton Lane, was arrested after an incident in the White Oak Condos parking lot at 1001 White Oak Road, Dover Police said. Authorities said Mr. Randall’s vehicle struck three persons standing on a sidewalk as he attempted to park his vehicle and then sped forward.

Two counts of second-degree vehicular assault were part of the indictment, along with one count of DUI of drugs and/or alcohol.
Other indictments in Kent County Superior Court this month included, among others:
•Brian D. Myers, of the first block of Sussex Drive in Lewes, was charged with 13 counts related to an alleged attempt to arrange a sexual encounter with an underage girl. Mr. Myers was arrested on May 23 after arriving at Tidbury Creek Park in Dover.

Authorities said the arrest was made after an online undercover operation by the Delaware State Police.
Charges against Mr. Myers included attempted sexual exploitation of a child (two counts), sexual solicitation of a child (six counts), and obscenity (four counts).
•Two Philadelphia men were named in a 14-count indictment connected to alleged drug dealing at the Firefly Music Festival in Dover on June 16.
Kevin Christmas, 55, of the 4000 block of Wynnefield Avenue, and Michael Parker, 42, of the 3000 block of N.
Marston Street, were taken into custody by Dover Police after alleged hand-to-hand drug sales were detected in a Dover International Speedway parking lot.

Drug dealing charges resulted, along with aggravated possession of cocaine, possession of marijuana, second-degree conspiracy, and possession of drug paraphernalia.
The indictment claimed that 250 or more doses of LSD were involved, and 87 doses of bath salts.

•Roberto Escobar-Arcos was indicted on continuous sexual abuse of a child and first-degree rape charges, among others, after a Dover Police investigation into alleged incidents over approximately seven years.

Other charges first-degree unlawful sexual contact (four counts) and first-degree sexual abuse of a child by a person of trust.
Mr. Escobar-Arcos, 39, was arrested while at work on June 14.
•Tyrone H. Guinn, of the 700 block of Slaughter Street in Dover, was named in a seven-count indictment after a stabbing investigation on March 16.

According to Dover Police, a 44-year-old man suffered two wounds in the abdomen area and underwent surgery. The alleged stabbing occurred at a home in the 100 block of Cherry Street in Dover.
Mr. Guinn, 31 at the time of the alleged incident, was charged with first-degree assault, terroristic threatening, theft, criminal mischief, home invasion, possession of a deadly weapon during the commission of a felony, and possession of a deadly weapon by person prohibited.
• A 36-year-old Milford man was indicted on 10 counts after investigation into alleged sexual assault of a juvenile offenses at residences between 2010 and 2016.
Edgar R. Arreaga-Bravo was charged with first- and third-degree rape, continuous sexual abuse of a child, sexual abuse of a child by person in position of trust, and third-degree unlawful sexual contact.

•Wayne R. Nichols, of Farmington, was charged with second-degree assault after allegedly striking a Division of Family Services worker with his car on June 1.

The Delaware State Police said investigation found that Mr. Nichols, then 67, returned to a residence in the 1000 block of Stayton Road and drove toward the state employee and an adult female who lives at the residence.
Other charges included possession of a deadly weapon during the commission of a felony, first-degree reckless endangering, and first-degree aggravated menacing.
