DOVER — A substance abuse treatment center and a former employee arrested on rape charges last month are defendants in a civil suit filed Friday on behalf of a minor who was a patient at the facility.
Crossroads of Delaware Inc., and Rebecca Q. Adams were cited in a complaint filed by a family member of the minor who was allegedly sexually abused by a drug and alcohol counselor he was seeing, according to papers.

An attempt to reach Crossroads of Delaware Executive Director Alberta Crowley on Monday was not immediately successful.
The Dover Police Department said when announcing the arrest in late August that Ms. Adams, of the unit block of Greenway Square in Dover, was charged with 12 counts each of fourth-degree rape and sexual abuse of a child by person of trust, two counts of providing alcohol to a minor, and continuous sexual abuse of a child after investigation into an alleged relationship during a period between June 1 and Aug. 15.
Allegations in the civil suit included claims of negligence and gross negligence against Ms. Adams and Crossroads of Delaware.
Among other charges, the suit alleged that Crossroads was grossly negligent for failing to discover the ongoing relationship, along with a “failure to formulate adopt and enforce adequate rules and policies, and enforcement of same, which would ensure quality care and safety for the clients of Crossroads …”
The suit claimed that Ms. Adams was “negligent and grossly negligent in carrying out her duties,” while employed to provide drug counseling and associated services to the plaintiff.
The suit claimed that the minor was 15 when he began counseling at the Crossroads of Delaware facility in Milford, and 16 when the alleged offenses occurred.
The suit was filed by attorney Andrew C. Dalton in New Castle County Superior Court.
