CAMDEN — At a public workshop Wednesday night, state transportation officials will present a proposed solution to significant safety issues at an intersection west of Camden.
A $1 million roundabout designed by the Delaware Department of Transportation should reduce vehicle speeds where Delaware routes 10 and 15 meet, thus cutting down the number of serious accidents that have vexed the area for years, the state said.
“The intersection has been an an accident magnet for the better part of a decade if not longer,” DelDOT Group Engineer Jim Satterfield said.
“When there are accidents there, which come regularly, they are often severe.”

The state will provide information through displays and a short video, and representatives will be available to discuss further while answering any questions, DelDOT said. Mr. Satterfield said
DelDOT still is open to suggestions regarding the project, slated to begin construction in spring 2017.
Approximately 18 months are needed to acquire right-of-way control from residents in the vicinity, which will cost roughly $200,000. The intersection is next to two residential neighborhoods — Ponds at Willow Grove and Wynn Wood Estates.
Approximately eight to nine property owners are affected by the plans, and Mr. Satterfield said DelDOT has met with them to explain the process and impact of the project that’s part of a Hazard Elimination Program.
“People in the area are tired of having vehicles and shattered glass in their yards, along with helicopters landing to Medivac victims away,” Mr. Satterfield said.
While the roundabout concept has been introduced in New Castle and Sussex counties, Mr. Satterfield said the one proposed at Del. 10 and 15 is new to Kent. The one lane in and one lane out design will lessen vehicle safety issues within the circle, Mr. Satterfield said. There’s also enough room for large farm equipment to travel through, according to DelDOT.
“The main issue is speed on (Del. 10) and sight distance issues,” Mr. Satterfield said. “There is a lot of pulling out on Dundee/Moose Lodge Road (in a dangerous situation) and bypassing stopped vehicles on the shoulder.”
A mini-circle on Mifflin Road in Dover is quite small compared to what’s coming to the meeting Del. 10 (Willow Grove Road) and Del. 15 (Moose Lodge/Dundee Road), DelDOT said.
Once construction begins, DelDOT said approximately two weeks will be needed for completion. A detour will be needed, and the state will push for a quick and safe time to build the roundabout.
“We want to make sure the contractor goes all out for two weeks (and limit the disruption to normal traffic flow),” Mr. Satterfield said.
The project has been discussed for at least two years, and initial dissenters were quelled during an earlier meeting at CR High during its public introduction, Mr. Satterfield said. DelDOT said Wednesday’s presentation is to update the project and continue to gather public feedback.
