DOVER — A 30-year-old former drug and alcohol counselor was indicted on 38 counts this week after being accused of having ongoing sexual relations with an underage patient during a three-month period earlier this year.
Rebecca Q. Winters, also known as Rebecca Q. Adams according to court documents, was indicted in Superior Court by a Kent County grand jury regarding alleged incidents occurring between June 1 and Aug. 15 while she was employed by Crossroads Counseling Center in Milford. At the time of her arrest on Aug. 24, the Dover Police Department said a 16-year-old male allegedly was involved in the relationship.
Crossroads’ officials said at the time that Ms. Winters was terminated upon revelations of possible misconduct.

Ms. Winters was indicted on 36 felony counts of first-degree sexual abuse of a child by a person in a position of trust, authority or supervision, and two misdemeanor possession/consumption of alcohol by a minor charges.
The indictment referenced 15 alleged incidents occurring in a van in the Cheswold Wal-Mart parking lot and three in a van in the Wal-Mart parking lot in Camden.
Three alleged incidents in the indictment were listed as taking place at 50 Greenway Square in Dover, and three in a van in the Redner’s parking lot. Six alleged incidents took place in a van in the Dover Mall parking lot, and six in Ms. Winters’ office and a reception room at Crossroads Counseling Center in Milford, according to court documents.
One of the two alcohol-related misdemeanor counts in the indictment referenced an incident in Sussex County.
At the time of her arrest, police listed Ms. Winters’ address as the unit block of Greenway Square in Dover.
